Russian attack takes out power in Ukraine hours after Putin tells Trump he will halt attacks on energy facilities.

Russian President Vladimir Putin appears to have broken a promise he made to Donald Trump during a phone call on Tuesday.

According to the White House, Putin agreed to temporarily halt attacks on energy and infrastructure targets in Ukraine as a first step towards achieving peace.

“The leaders agreed that the movement to peace will begin with an energy and infrastructure ceasefire, as well as technical negotiations on implementation of a maritime ceasefire in the Black Sea, full ceasefire and permanent peace,” the White House wrote in its description of the call.

But, within an hour after the call ended, Russia launch an attack which took out the power in the Ukrainian city of Slovyansk, according Wall Street Journal chief foreign affairs correspondent Yaroslav Trofimov.

“And not even an hour later, a Russian guided bomb takes out the power in the Ukrainian city of Slovyansk,” Trofimov said.
